Scientifically it would be defined as one organism because neither brain could survive without the rest of the body. Emotionally, I think it would depend on the development of the brains. Children that are born with 2 heads are normally considered to be 2 people not one. If both brains were in the same head it would complicate the issue.

I agree. Even minor abnormalities in brain structure significantly impair the ability of an organism to survive even the earliest stages of development. An organism with two brains would not survive, but if it did--it would still be one person because an organism isn't defined simply by the presence of its brain (or brains).

you would have to ask someone who had two brains. if people are born with two brains, however, they most likely die prematurely.
