I liked using CONTEXT when I took an HTML class. CONTEXT is a text editor that is optimized for use by programmers. It will give you a look and feel as though you are working in an IDE and can be easily customized and has several templates for use with different languages....

AND ITS FREEWARE !!!

Its not so much the "Best" free text editor, its what your more comfortable with and what you want it to do. Open Office is a great free alternative to Microsoft Office, which is if your looking for something in the way of that. If you writing a book, many authors use a program called LaTeX. You can browse CNET's Download.com to not only see a list of programs but both editors and users ratings and reviews on each program.
