Chloe is a Meteor Freak of sorts, but has not yet shown any signs of a power yet. It is unclear what her power may become at some point, but it will depend heavily on the direction of the remainder of this season.
As for her becoming Supergirl, it does not seem likely as they already had a Supergirl of sorts.
As for Chloe in the comics, she has not yet been made as she was originally created for Smallville. DC comics now owns the rights to her, but with all of the Post Infinite Crisis and the new series of Countdown books taking up the next year, it is not yet been determined when she might appear.
Supergirl is a tricky name by the name. Where as Clark is the one who (in most cases) becomes Superman, there are several different Supergirls (some have been Kara, the cousin from Krypton, others have been Protoplasmic Clones of Lana from Pocket Dimensions that later become an Earth Born angle by merging with dying woman, or then there is always the Daughter of Lois and Clark).

I don't think they would stear that far away from the true Kryptonian Story. Kara a.k.a. Supergirl was Superman's cousin who was also Kryptonian.
Chloe, was a new character added, along with Pete for "Smallville". So, she might just be a "meteor freak".

Chloe doesn't have a superpower. Not unless typing for 30 seconds and breaking into top secret computer data-bases is a superpower....hmmm...

I think Chloe's superpower will be that she will become a super computer, working of course for JLA

No supergirl was Clarks cousin in the movies. They are doing a good job sticking to the story lines of the comic books and the movies.

Clark & Cloe discover that she's been affected by meteor rocks, but no special abilities have shown yet. Will be interesting to see if they take that anywhere.
