Popup blockers, such as the Yahoo and Google toolbars, will only stop web based popup advertising. They can help somewhat but will do nothing to stop popups on a computer that is badly infected with trojan downloaders that are contacting other computers to download and deliver the pop up ads.
Try a full cleaning and dis-infection routine, if you are getting excessive popups, or are getting popups even when you are offline.
This is the one I use (it will take some time).
1. Scan for virus and remove (free online scan) with BitDefender

And after your computer is fully cleaned of spyware I would suggest IE-SPYAD to prevent further problems, if you are using IE browser:

And if your popups say "Messenger Service" at the top Title Bar. Read Here:
Older versions of Windows (pre XP-SP2) can get "Messenger Service" popups which are caused by Microsoft leaving the almost never used Messenger Service enabled by default. These type of popups will have the words "Messenger Service" up top in the title bar. This was corrected in Windows XP- Service Pack 2.
Understand that the Windows Messenger Service is completely different from, and not in any way related to, "MSN Messenger", "Windows Live Messenger" "yahoo Messenger", or any other well-known instant messaging system. Therefore, disabling the Windows Messenger service will have no effect upon your use of any other instant messaging applications. They will continue to work without trouble.

Are you using internet explorer or Firefox? If its internet explorer and you have all the virus and spy ware stuff just check through --tools-options and then go into security and check that the default level is on to medium - high, then go into security and do the same, make sure your pop up blocker is on.Its just a thought. Hope it works.

Do you use Internet Explorer? It allows pop ups even when the settings are to block them.
Try Firefox, ad the Ad Block plug in. Install Spywareblaster. And run a spyware and adware scan on your pc.
Run Ccleaner as well, use the Issues tool, then the Ccleaner.
You need all these anti spyware programs;

http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.

A number of things could be causing the popups but a virus won't neccessarily be the cause.
Check to see if you any spyware or programs that actively cause these pop-ups.

Yes it is. I had the same problem. It's spyware however. Webroot Spysweeper got it finally. So technically not a virus. I think they have a free trial. Sidenote: Won't work with Vista yet.

Could be from spyware installed on your machine. Use something like AdAware from Lavasoft to check your machine and clean it up.
Install a browser toolbar from Yahoo to block additional popups
Move to Firefox or IE7, they have inbuilt popup blockers also.
