When the original conspiracy theory cannot be proved (without faked confessions, having the assumed guilty coerced or tortured into confession) and has just as many holes as the new conspiracy theory, how do you choose which one is more factual?

no you just have to convince a few key people that your right and suddenly the whole country agrees with it. Look at Iran capturing enemy combatants in disputed waters. They are guilty of kidnapping from Iraqi waters innocent Britons then torturing them into confession. Its all point of view.
