for someone to be paid while performing court ordered (sentenced) community service hours? I'm sure the laws vary state to state. (I live in Arizona, if this is of any help, with answering this question.) Thanks.

It is not illegal for them to receive a wage/salary, but it is illegal for them to receive any money. I know this is a confusing statement so let me clarify. Community Service is often offered in lieu of payment of a fine. In this case the individual will receive an hourly wage for the community service performed with all the earnings going towards payment of the fine. This is how they calculate how many hours of community service must be performed. The individual doing the service will never receive any actual payment for the work performed.

In the case of Naomi Campbell, she has made arrangements with different companies to profit off of her court-ordered community service, but will not receive any money for the service itself. This payment is coming primarily from modeling agencies that want to make use of the hype surrounding the situation and are paying her for the opportunity.

To be paid undermines the penalty of having to perform community service.

Yes it is illegal, because then it wouldn't be community service like the court ordered.

I'm assuming it is technically, because the moment they are paid it's a job, not community service, which is usually defined as unpaid work.
