'New and improved!'. Which is it? If it's new, then there has never been anything before it. If it's an improvement, then there must have been something before it, couldn't be new.

Like cell phones, a new model (flip phone), with improvements (camera or videos).

saw that on a web site once. its one of those tricky things with the english language that is so common its not even bothered to be corrected and is essentially slang that no one even recognizes as such.
