I know this is not what you want to hear, but it might not be a good idea to go against your mom's wishes. Think of the problems that it will create in your relationship - is it really worth it? Also, I believe that many states do not allow you to get piercings without guardian approval until you are 18.
As a side note, I had my belly button pierced a few years ago, and something that you might not have considered is the healing time/clothing constraints. If you are in school right now, imagine having to sit through class with a constant pain on your stomach. On top of that, all clothing that you wear during the healing process should be loose and sit below your waist so that you don't infect the piercing site.
To get you through the next year, try searching the web for magnetic body piercings. It will give you the look you want (for now) without the pain or the grief from your mom.

I know how you feel cause you're just young and anxious and since I really don't know you're mom I really can't tell you what would convince her, but maybe if you sat her down and had a convo of why you would like to get one and soon. If that doesn't work, I know you want one now but maybe just think and be grateful that she's letting you get one even if it isn't right away and you'll appreciate it more! Tell her that a year won't make you change your mind. Its not that big of a deal. It's not like a tattoo that can't come off; or something you can't hide. Try doing something nice for her. Help out with dinner, chores or something like that. Compliment her more often that seems to work. Hope you can figure something out. Good Luck! ! !

You might not want one. Have you ever seen the disgusting looking scar you get after they resurface. They move themselves to the surface of your skin and basically it pops right out. It looks horrible.

Tell her that you're her daughter, and you're responsible enough and old enough to get it pierced, and that many, many people your age already have theirs pierced. Tell her how you think they're really pretty, and that you want it as a birthday gift.
