So when you say best ever do you mean, worker, interview, or who put asses in the seats?. because the best is relative. Hulk Hogan was a terrible wrestler but put more asses in the seats than anyone. Steve Austin I think had the best of everything and so did Ric Flair. Kurt Angle,Harley Race, Chris Benoit, Bret Hart and The Dynamite kid were the best workers. while Flair, Hogan, Austin, and now Cena puts asses in the seats. I also agree if WWE uses CM punk right he could be huge, As well as Bryan Danielson, Samoa Joe, & Aj Styles if the right opportunities come along. Interview wise I would have to say Dusty, Flair, Billy Jack , Magnum and Austin were all great.

You should be smacked for this list. Piper isn't even in the top hundred of all time.
Past: Bret Hart (I would say Ric Flair, but Bret was original. Ever heard of Buddy Rogers?)
