who should own this information or who should decide how to use it?? (should it be left to corporations or government and why?

Neither, unless the individual agrees to allows it. Governments can use it as a database to cross-reference at crime scenes even if the person had never committed a crime before. Also, the government is notorious for selling their information to corporations (hence the do not call list) which will use the information for insurance policies, etc. A lot of researchers in the NIH are leery of submitting grant proposals for genotyping (the genetic code) work b/c the government is proposing to store individuals information into a publically available database.

Much of the information is readily availible now; if you think there are some nefarious villians in play as in Michael Crichton's novel "Next', I'm not sure what you're asking. Cells have been owned since a famous California case when a man went in for surgery and lo and behold found out the University of California had patented a cell line from his spleen I believe. These cells had a certain resistance to cancer if I remember correctly. Look up U of C. v. John Moore
