Can connecting a monitor with usb ports onto a computer cause other usb's to lose fucntionality?

To some degree ...yes it is possible.
What happens is IF you have more USB devices connected to the same internal port they are forced to share a divided bandwidth.

It should not stop them from working altogether.

No not at all now days you are gettin the monitors with usb cable only they are very reliable and data transfer is very fast and the picture is also very clear.
