Check your service panel to see what amp service you have it sounds like 60 amp. It is time to up grade to 100 or 200 amp. Do you have fuses or circuit breakers? your ele box on exterior is it a box with a bubble or a round metal with a flat piece of glass? rectangle boxes and bubbles are100 or 200 amp.

Sounds like too many circuits (lighting and apparently outlets) being driven by the same breaker. Or your microwave has some serious issues.

How about a test? Most washing machine circuits usually have that one outlet wired to its own breaker. Without the washer running, try the microwave in that outlet. If it causes no general dimming, you need to add an electrician to your kitchen remodeling plans.

It sounds like the Microwave is on the same circuit as all your lights. A good fix would be to add another circuit breaker for the Microwave.
