The U.S. is a nation
Northern Ireland is only part of Ireland. Ireland is a nation but it is not correct to sub-divide a nation and as a subdivision , Northern Ireland cannot be considered a nation.
Arizona is a state and only part of the U.S. For much the same reason, like Northern Ireland, Arizona can not be considered to be a nation.

On a technicality, it would be Arizona.
Europe is a continent made of member states, each of which is a sovereign country
USA is a conglomerate of states similar to Europe
Northern Ireland is technically a province of the UK
