Your sister should join the navy.
Many schools have programs where you visit another country for a term or so, but it usually doesn't extend beyond a year. Otherwise, when would they have time to teach you anything? Why have a campus?

Your sister could major in international business or a major that has international in it. International business majors usually travel to different countries to do business for the company they work for and since they arent always in meetings and doing business related stuff, they would have some time to look around and go have some fun.

If she likes the medical field, she could be a traveling nurse or radiation specialist. My best g-f is a traveling radiation support person - she loves it!
