ACTH is a hormone secreted by the pituitary gland. Its target organ is the adrenal glands to stimulate production of adrenal hormones (cortisol, etc). ACTH is in no way connected to the thyroid gland. The pituitary hormone that stimulates the thyroid gland is called TSH (thyroid stimulating hormone. It causes production of T3 and T4 by the thyroid. This in turn has negative feedback inhibition on TRH (thyrotropin releasing hormone) secreted by the hypothalamus.
