Rodents, carrion, handouts, scraps from garbage, anything they can find really.
Here on Alaska's North Slope they usually have pretty sparse winters but the do hunt small animals that burrow or tunnel through the snow. I watched a fox playing lunch tag with a brown bear a few years ago. The bear was trying to dig a parka squirrel out of it's den and the fox would run in and try to grab the squirrel when it would run for cover. The fox was much quicker than the bear but the bear could move a lot more topsoil. I never did see either one get the squirrel.
Unfortunately the majority of the Arctic Foxes here on the Slope have rabies. Some years up to 90% of the population. I saw a sick fox once and it was not a pretty sight.

If you want a detailed answer you'll have to research the exact breed of fox. I believe most of them eat small rodents and game - I know Arctic foxes eat bunnies.

Foxes will eat almost any thing .
I live in woodland and feed the foxes left over scraps of food,
but they will kill rabbits and other rodents if they are hungry.
