Given a good number of vehicles involved, it may be better to go through your own collision coverage. Liability limits can be exhausted very quickly in these situations, especially if the person responsible for causing the accident has minimum limits.

Whoever caused it. I would make sure of it. My insurance company will be all over that person's insurance company.
