it's a tv tuner card used to connect your tv, vcr, dvd, etc. There are all types of tv tuner cards, the most expensive have more connections than other, the cheapest you can at least connect your tv, vcr or cable to your computer so you can watch it in your computer. Great for recording old vcr movies to computers.

a TV card is better referred to as "tv tuner" It is a seperate hardware that is installed onto your computer to enable you to watch tv on your computer via your cable. You can watch tv through windows media center or some other seperate media center programs.

Its a graphic card that you use to hook up your T.V to the computer so you can what your T.V on the computer.
