There are two questions here:

Is crossdressing illegal?
Is crossdressing a legally protected right?

Keep in mind that, regardless of the answers to these two questions, there may be social and safety costs to going out crossdressed if you don't pass well. Also, men have lost jobs for crossdressing away from work. Women seem to get a pass.

So far as I can find, there are no laws prohibiting crossdressing, but Ohio has no laws protecting gender expression, so it is legal to discriminate on the basis of crossdressing, so your best choice is to be careful if you're not in a social situation or job where crossdressing would be acceptable.

I don't know how far you want to take it. If you only want to cross dress, then go for it. There is no law against it. If you want to change your sex, then you will run into trouble. You cannot get Ohio to change the sex on your birth certificate in Ohio.
