Claudius is a ruler, and Polonius is a servant. A high-ranking servant, but a servant nonetheless. Polonius is a bit of a political animal. He served the prior King (Hamlet's dad), and now he's working for Claudius. He has to keep finding ways to stay in the good graces of whoever is in power.

Also, Polonius has two kids (Ophelia and Laertes) that he seems to care for very much. Claudius tells Hamlet that he'd like for Hamlet to think of him as a father...but we never get the sense that he really MEANS it. Besides, Hamlet knows pretty early on that Claudius murdered his father, so Claudius' fatherly act is pretty much useless, anyway.
