Online Raffles?

Is it legal for me (in Illinois, USA) to hold an online raffle on my website? It would be a raffle of some random merchandise and I would collect payment for virtual raffle tickets via PayPal, or some such interface. The funds would go to covering expenses involved with running the site, not to charity as may normally be the case.

What you are describing would be classified as an illegal lottery. Many controls need to be put in place before a lottery can be seen as legitimate.
