What is this called when someone says a sentence like "The Sky Is Blue." but it comes out werong like.."The blue is sky."
they change words around. My friend does that, and she gets straight A's.

It sounds like a speech and language disorder affecting expressive language skills. My son has a type of this disorder and has a very difficult time using grammar correctly, even though he hears nothing but correct grammar at home (I'm a writer!) It sounds like your friend has a form of verbal dyslexia. Speech therapy is a way of treating it, but if your friend gets good grades, she's apparently found a way to overcome it!
