It can't hurt to study Law or Political Science...I can't tell you which, as both are viable for politicians.

I highly recommend that you start by attending your City Council meetings on a regular basis. That will get you a good picture of what the local issues are. If you're active in your local community, and are connected with the city's issues, you stand a good chance of being elected to City Council...This is a good lead to the Mayor position, which can then lead in to regional or state positions.

If you wish to run for a local political office in small towns or cities, you do not even need a law degree. There is a judge in the state of Kentucky that doesn't even have a law degree.

It shouldn't be possible, but facts are facts. Even most of the law is corrupted in the town I know of. Drugs are rampant and the schools don't teach. They manipulate the system to meet federal requirements.

Try joining a school board to get your feet wet.

You're going to need to get an advanced degree. Period. The market is simply flooded with people with undergrad degrees. Now...as to what advanced degree you need to get AFTER the four years you spend obtaining your undergrad: I would suggest an advanced dual degree in law and city/regional planning. But know that Law School is REALLY hard. Not just hard, but REALLY hard. And it's REALLY expensive. It is not uncommon to drop $100,000 or more, unless you get lucky and have a well-ranked State school in your state (assuming you can get in), and even then, with living expenses, you are looking at spending close to $60,000 (aside: trust me, you cannot work at a paying job more than a couple of hours a week if you have any intention of having decent grades).
I hate to be so harsh, but this is the reality of the situation. Good luck in whatever you choose to pursue.

Make sure you have no skeletons in your closet. If you are gay come out or I am sure it will come out. If you have any type of minor criminal history be prepared to address that.
