Plant was deeply into Lord of the Rings at this time, so the May Queen was probably Galadriel, like the lines "all that glittered around her was gold", Lothlorien having golden leaves. Frodo and his bunch reached there in spring, and were on a mission to "clean out" the world of Sauron.

I never took this phrase as anything more than a colorful way of saying"dont fret about the small things in life,things have a way of working out on their own"
"If theres a bustle in your hedgerow,don't be alarmed now,its just a spring clean for the may queen"
Like if you were so concerned that your hedgerow wasn't absolutely perfect,..you got issues!
A spring clean for the may queen is "spring" essentially when hedges grow on their own,and that "bustle" might disappear all on its own
Its all very metaphorical, you learn all about this in advanced english literature classes

The lyrics for that song were influenced by a few things, but mostly Shakespeare's "Midsummer Night's Dream" and more importantly, an old poem by Edmund Spenser called "The Faerie Queene." If you google Spenser's "The Faerie Queene" you'll see some interesting similarities.

I think I knew it at one time, but unfortunately, in my thoughts I have seen rings of smoke through the trees, and the voices of those who stand looking. AND...it made me wonder. Then I forgot all about that and made myself a sandwich because I was very hungry.
