I thought the 3 divsion winners held the top 3 seeds, but it looks like they changed that this year.

Yes, for although the top seeds get an automatic in, records do count as well

The Division winners and the best second place team get the top four seeds. The best record gets the first seed (obviously), the 2nd, 3rd and 4th seeds are determined by rank of winning percentage regardless of division. The bottom 4 seeds are the next four best teams in the conference.

yup they change the division but it was change last year i think the first top 3 teams in their division would be part of the top 4 seeds even though 1 of the team has a bad record that team would be the 4th seed no matter what record they have...

yes they did. the three division winners and a non-division winner with the highest win-loss record will be ranked 1-4 according to their win-loss record. this is to avoid what happen last year when san antonio and dallas, the top two western conference team faced early in the playoffs (second round).
