Why is it that Cubans who reach American Soil (illegally) are allowed to remain in the U.S., but Haitians who reach American Soil are sent back to Haiti? What is the legal/political reasoning for allowing Cubans but not Haitians?

Hey, do me a favor and leave racial slurs and prejudices out of this. My question is political in nature. I'm not a racist and I think it's clear my question is not asking for racist "reasoning".

The way it started was when Castro took office. An agreement was made that Cubans who made it to American would be allowed residency within a year. Clinton reformed this, it was called "wet-feet, dry feet". He reformation said that Cubans caught at sea would be sent back (wet-feet). Cubans who got one foot on land in the United states (dry-feet) would be allowed to stay. This never applied to Haiti because it was simply a deal made for Cubans to escape Castro and his regimie. Is it fair? Not really, but it is the law and the law must uphold. To all those who bash Cuban immigrants, you have no idea what their life has been like, what they have been through and what they are willing to do to get here. Much less how much they contribute to our society. I lived in Miami for four years. The Cubans are amazing people and they work so hard. Viva Cuba!!!

Cubans have organized political strength and Haitians do not.

it has to deal with the fact that Cuba is communist and Haiti is not... not the exact answer, but something like that.
