When writting, when you end a sentance with an exclamation mark, is it correct to not put a full stop? if so why?

It is correct not to include a full stop because the full stop is assumed to be part of the exclamation mark. The fact that the exclamation mark is at the end of a sentence is demonstrated by what follows, ie, a new sentence starting with a capital letter. The same rule applies to question marks also.

I don't understand what you are asking by not putting a full stop. But, and exclamation point is used to show that you feel more emphatic about what was said since writing does not allow for "tone of voice."
