What no one mentions, is that's 2.3 trillion since 1945.
It's not 2.3 trillion since 2001.
The entire Defense budget since 2001 is only 2.5 trillion.
And you notice that story was written in 2002, so the money must have went missing before then.
And the article didn't say the money was missing, only that they couldn't track it with the paper work they had on hand.
But considering the entire defense budget from 1962 till 2002 added together was around 6.5 trillion dollars, it would be next to impossible for 2.3 trillion to disappear, that would be 35% of the Defense budget for the last 40 years.

I have seen and researched this report. It is very interesting how 2.3 trillion dollars could be missing. I belive there should be an investigation into this because it may have valuable information concerning the attacks of 9/11 because the momumental admission was made on Sept 10, 2001 by Rumsfeld. Bad news such as this is almost always released on fridays, it is quite intersting why it was released on a monday.
