Oh definitely - and not just for holidays. There are a lot of festivals / fiestas happening all over the country.
Our country is perhaps the only one I know where there seems to be an occassion all year round. In fact, you will never run out of festive occassions here as there is no month that passes that there isn't a province celebrating a fiesta of some sort.

Yes indeed it is, I holidayed here several times, and now I live here in Cebu; the world's greatest place.
Yes lots of beaches here, Moalboal is good as already stated, but it is in the South West, easily accessible along the new highway.
Mactan tends to be a little pricey, as many ex-pats live there.
Boracay is fantastic, plane to Kalibo, air-con "bus" to Caticlan, and the pump-boat ferry across to White Beach.
Bohol and the Chocolate Hills, about two kilometres from Carmen. Tours are available from the Chocolate Hills Complex, but will always cost you more than you agreed, with add ons.
The night life in Cebu is very good, the motto is "sleep all day; party all night - Cebu!"
In short visit once, and you will keep returning, until one day you decide to stay forever.

We have been to Cebu in the Philippines twice and are heading there again in 2 weeks. There is a lovely spot called Moal Boal in the north and it is the most beautiful place, crystal clear aquamarine water, plenty of coral and fish just off the shore. There are lots of things to see and do in small islands all around Cebu and Cloud9, a surf spot is overnight boat trip away......the smallest monkeys in the world are on an island just off Cebu also.....very cute. Great waterfall not far from Moal Boal. All in all, we love it. Great shopping too.

If you are an outdoor person and like what the Caribbean Islands could offer, then Philippines is a good holiday country for you. They only have a beach or two there, while we have stretches (thousands of miles) of natural undeveloped beaches all around the country, and hundreds of developed beachfronts and resort islands, some of which are world renowned. Number one of these is Boracay with its many choices of beachfront resorts and hotels, Amanpulo in its private island Pamalican, two El Nido Resorts at Miniloc and Lagen Islands, resorts and hotels in Cebu, resorts in Bohol, in Zamboanga, Hundred Islands in Pangasinan, Bolinao beach front Pangasinan, La Union beachfront, Davao beachfront in Mindanao, CAmiguin Island and Cagayan de Oro resorts and beachfronts, Puerto Galera in Mindoro, diving areas and beachfronts in Anilao, Mabini, Batangas, Guimaras Island in Iloilo, Laoag beachfront, Pagudpod bach resorts, Subic and other beachfronts in Zambales, diving resorts in Anilao, Batangas and lastly but not the least Baler, Quezon where international surfing tournaments are held.
For mountain resorts, fascinating views and climbing areas we have Banaue and its world famous Banaue Rice Terraces, and the quiet Sagada to have communion with nature, Baguio City, Mt Makiling and spellbinding Mt Banahaw, Tagaytay where Taal Volcano and Lake can be viewed, the mandmade resort Villa Escudero in San pablo and Tiaong boundary and Lake Caliraya in Laguna.
And if still this is not enough for you, Philippines offers the most number of malls around the world, three in each block in Metro-Manila and at least two in the center of each city in the province for your shopping pleasure.
And when in Metro Manila, the following places have nightspots that come alive when the sun sets: Greenbelt III in Ayala, Makati Central District, The Fort in Ft. Bonifacio, Market, Market! in Ft. Bonifacio, Shangri-la Plaza at the Crossings in Mandaluyong and in several bldgs in Ortigas Center in Mandaluyong, Greenhills city center, Eastwood in Libis, Quezon City, Remedios Circle in Malate, the Baywalk area at Roxas Blvd in Manila.
Need I say more? :)
