do you mean a brand new, just born seconds old baby? or a newborn that is a few days old?
if you mean the latter--I would assume that someone was putting alcohol in the childs bottle...

Ethyl alcohol can be inhaled and absorbed through the skin.
Use of antimicrobial products like hand sanitizer could lead to a very low amount of alcohol in a child's system. Other products also contain alcohol, but hand sanitizer was the main one that comes to mind being used a lot around babies.

No - the only way alcohol can be in a unborn or newborn baby's system is if the mother ingested it.
