There was an article about this in Reader's digest. The most polite cities in the world. New York was surprisingly courteous, by comparison!
NEW YORK - New Yorkers are a polite bunch. No, really, they are. So says Reader’s Digest.
The magazine sent reporters “undercover” to 36 cities, in 35 countries, to measure courtesy. New York was the only American city on the list.
In a city with a reputation for being in-your-face, New Yorkers seem to be expressing themselves with a new one-finger salute: a raised pinkie. In fact, they seem to have even better manners than people in London, Toronto and Moscow.
The rudest continent is Asia, Readers Digest said. Eight out of nine cities tested there — including last place Mumbai, India — finished in the bottom 11. In Europe, Moscow and Bucharest ranked as the least polite.

I have to say both. New Yorkers aren't the nicest people from my experience and french too..

Oh please. I lived in NYC and they are usually friendly and polite. If they are rude, they are people who moved there and decided that was part of the culture due to watching too much TV.
Now the French! I dealt with them in NYC and San Fran and they are not only ruder than NYC'ers; they are the rudest people in the world.
