get a plastic fireman's hat, not too expensive, and decorate it with plastic eggs that you glue on with a hot glue gun. Each egg could have a fireman's badge logo on it, using all red and yellow eggs.

Kids are kids so it really doesn't matter how his hat is decorated as long as it looks as good as everyone Else's. Decorate it with plastic eggs and artificial grass with a bow just like an Easter basket. If you feel like that would be to feminine for him then eliminate the bow. I would ask him first what he thinks of the idea. Get a suggestion from him. Otherwise go with your best advice or your motherly instincts. You can use a man's dress hat, turn it upside down, run a string through it to help hold it on his head, and continue from there by filling it. Have him hold a banner "HAPPY EASTER"

I'm imagining two top hats with a bunny ear on either side.
Make sure you start with masculine hats: top hat, sailor hat, "Roaring Twenties" showman hat, clown hat, what have you. You can put on it various Easter symbols such as rabbits, lambs, chicks, eggs. jelly beans, etc. If you use Easter grass, anchor it down by sewing the grass to the hat with green thread or green yarn, or else the grass will peel and hang from the hat.
If you have a flat-topped hat, you can glue a small Easter basket to the top and fill the basket with goodies (glued to the inside of the basket, of course).
Along with Easter themes, depending on your kids' interests, you might also include little racing cars, sports figurines, or the like.
