Hi Jin,
To get a resale permit you need to contact the NYS Dept of Taxation and Finance. They will give you a form, or you can download it online at their site. It is called a realse certificate which entitles you to the ability to collect sales tax. It also means that you have to file a form called a ST-100 every quarter and mail a check showing the amount you collected. Sending just the form will cause a penalty, so be sure to send the check with the form. If both are late another penalty is imposed. If you fail to pay one quarter, your certificate can be revoked, and you can not get another until all fees and penalties have been made current. Hope this helps
