Best - Abraham Lincoln -- Civil War and Emancipation Proclamation.
Worst - Andrew Jackson -- Ignoring the slaughter and oppression of Indians.
Obviously the Liberal who answered above me can't read.

Some say Washington was the best since he turned down making the American presidency indistinguishable from being a king, as that was offered to him. He made up the rules and practices that were not covered in the Constitution that made those that followed also NEVER try to become a king... until recently with Dictator Dumbya and arguably Tricky Dick. Hayes was arguably NOT elected. Harding was ANYTHING BUT a winner. And there were one or two scumbags, historians say, just prior to Abe Lincoln. I don't recall their names.

Clinton the best.
Bush the worst.
I can take a President getting a ******** from his intern cause he created an unprecendented surplus of $237 billion as of FY 2000. That's gone now of course.
But I cannot stand a President for jerking us around by giving us false evidence for invading another country.
