Hmm, both. You see, our cultures affect our use of cell phones. Essentially, in every culture people communicate, and thus we use cell-phones to aid in the communication human beings essentially require. Yet, the cell phone itself affects human culture. The cell phone enables us to communicate or, even more popular now, text message. Our cultures are slowly growing more and more impersonal, an actual meeting between people is becoming rare. So, while our cultures affect the cell phones and what they may be used for, it is also the cell phone that directs the cultures and what they are slowly evolving into.

It's just another method of instant gratification and way for people to forget about ettiquette, manners, people skills, and patience.
