Because lactose requires more steps to metabolize than glucose. You don't want to have to crank out the special enzymes needed for lactose metabolism unless you have no other choice, because it takes energy to make enzymes. It's just a matter of energy economy.

lactose is a more complex molecule than glucose-why would a cell produce lactase when glucose is present.only when glucose is absent and lactose is present is lactase produced because at the end of the day the lactose is gonna be broken down to glucose monomers.

It doesn't waste time and cellular energy producing an enzyme that doesn't have an available substrate.
