It means "Love Ya Like A Sister".
Its usually said between young girls who are close friends. Its just another way of expressing love and friendship.

I think it is pretty self explanatory. Usually it is used when signing off between really good girlfriends. Instead of saying love, or, love you lots..sometimes girls say- lylas.
