your IT could set up a sql data base that would easily allow for this

MSAccess 2003 or XP...

Its a bit primative, but its easy to use and has an easy search (query) function which can have parameters so on query can do many different queries.

I wouldnt use SQL unless you know how to use it, this is where Access would come in, it automatically creates the SQL, but its much easier as field names are there to your disposal.
