Yes, in fact they are. Their friendship started in Ohio Valley Wrestling where Orton helped Cena with wrestling (because Orton has been trained since he was little) while Cena taught Orton how to build up his strength. They are supposed to be very close friends and like to mess with each other all the time with Cena usually getting Orton. Here is an example:

Also add Johnny Nitro as well as CM Punk (who is becoming close friends with both Orton and Cena) as a list of friends, and Orton, Cena, and Nitro have been friends since before they started in the WWE. I hope that answers your question.

Actually no, Orton really isn't friends with most of the guy backstage. He is one of the boys, but isn't over the top friendly. One of Cena's best friends believe it or not is Samoa Joe, they feuded together at UPW.
