Use Audacity. You can cut out the first part, and save the file. Then paste the first part back in, and cut out the second part saving that.

You can also do it with Windows Sound Recorder. Open the wave, play it to the point you want to split, then select "delete after current position" from the menu. Save this as the first part.

Open the original wave again, and go the the same point in the file. Select "delete before current position," and save this as the second part.
