I don't think there is an age requirement. Anybody can OWN a car but that doesn't mean you can drive it.

I BELIEVE YOU CAN OWN A CAR AT ANY AGE. TO REGISTER IT AND LICENSE IT I'M PRETTY SURE IT'S 18.

All you need is a drivers license and the cash to register the title in your name.
