What is the geometrical configuration of the problem? I don't see it possible to answer otherwise.

You need to draw a diagram. q1 is exerting an attractive force on q3. Draw an arrow pointing from q3 pointing towards q1. Same deal for q2 exerting an attarctive force on q3. Draw an arrow from q3 to q2. Now add these two vectors using the rule for vector addition. This is how you get the direction of the force. It will be pointing up and to the left, in between q1 and q2.

Now for the magnetude of the force. Use Coulombs's law for each. You will have to find the distance between q1 and q3 using Pythagorean theorem first. The distance is 10 times square root of 5.
