No, don't pay it. If your rent is up to date and you paid an amount as a deposit, which is refundable against damages, and there are no damages, then you are owed your deposit back and that is it. Check the small print of any contract you signed but other than that you do not pay someone to leave a flat. And what would he do if you refused? lock you in? All he neds back are his keys..............good luck......................

I'm not even in the right country for this, but the obvious answer seems to be to check the lease. If it doesn't have anything about the more-out charge then make the landlord prove to you that you do owe this. You could also simply knock on a neighbors door and ask them about this, they'd probably be happy to talk with you about it.

Also, if you simply left and didn't pay the money there probably isn't much he could do about it since you are leaving the country (possibly they could put a ding on your credit, but I doubt this would pass over to another country and not sure they'd bother for just 65 pounds). They would, however, give you a bad reference if you needed a new place wherever you are headed but I wouldn't pay 65 pounds I didn't owe just to get a good reference.

no, you normally give so many weeks notice, say 2, then thats it, landlord only gets rent up til that final date and if you paid a bond it should be refunded to you also provided the place is neat, undamaged and as it was..

No he cannot charge you anything for leaving, provided you have paid all your rent and have given him the correct amount of notice.
