A graduate certificate is earned merely by taking a certain number and sequence of courses at the graduate level. The sequence of courses needed to earn the certificate is designated by each university -- they cannot be chosen at random by the student. Certificates are most often offered in vocational fields, like Education, and in subfields of study, like Women's Studies.
A graduate diploma is basically the same thing as a graduate certificate. This terminology is more common in England, Australia, Canada, Scotland, Wales, etc., whereas "certificate" is more common in the US.
A Masters degree involves more coursework than a certificate or diploma. Masters degrees usually also require the successful completion and defense of a Masters thesis.

A graduate certificate usually consists of around 19 hours of post Baccalaureate course work and no degree or diploma is awarded. You receive a graduate diploma when you complete a master's degree.
