Ok, the key is in the make-up. You dont' want to apply too much, you'll look like a hoe... So you just put some make up that would make them POP naturally.
Shades of brown, camel, and taupe will make the blue appear even more blue.
1. Match your eye shadow to your clothes.
The plus side of this method is that you can create a dramatic look with the combination of shadow and clothing. (Imagine an icy, pale lavender-colored sweater and white pants with matching lavender eye shadow.) Using this method can also help draw attention to your eyes if you're wearing bright or dark-colored clothes that might overpower more subtle eye make-up. The drawback to this approach is while your body may look good in a fuchsia shirt, that doesn't mean your eyes look good surrounded by fuchsia. Furthermore, choosing an eye shadow that matches your clothes and looks good on your eyes can be challenging.
2. Match your eye shadow to your own natural coloring.
On the positive side, this method creates a natural look that can be elegant if done dramatically, or simple and clean when applied with a lighter hand. This technique works for all occasions and will match any style or color of clothing. The downside is that, depending on your coloring, this may not be the best approach for you. I have blue eyes and dark brown hair, yet none of those colors work well for me as eye shadow. Also, it can be hard to understand what your natural coloring is and how to find it in an eye shadow. Matching your natural coloring can also be less dramatic than matching your shadow to your clothes.
Because, choosing eye shadow can be difficult no matter what color your eyes are, here are some basic rules to help you pick your colors:
Try it out! The first rule is to experiment. You won't know what looks best on you until you try it. Buy some inexpensive shadows in a wide range of colors and play around. When you've found a color that seems to works with your skin, hair and personal taste, then you can search within that color to find the perfect tone, hue, texture, and quality that works for you.
Don't be afraid! Don't be bashful! Mix colors together and see what you get. If you're unsure of a color, test it on the inside center of your forearm. This will give you some idea how the color will look on your skin before you put it on your eyes. Don't test it on the back of your hand, as is usually recommended, since the skin of your hand is usually far darker than the skin of your eyelids. Once you're ready to put on the color, start with a light layer and build up in light layers until you have the darkness and color you want.
Lavender Lavender, as well as most pale pinks and pale purples, work well for almost any eye color. They work especially well with blue eyes since they bring out the lighter tones in the eyes and make them seem bluer.
Smoky Smoky eyes, if they are appropriate to the occasion, look good on anyone. For the simplest smoky eye: Line the eyes as closely as possible to the lash line with dark gray or black shadow, or a black eyeliner pencil, or a kohl pencil. Then smudge upward and outward toward the eyebrow and corner of the eye. Smudge the bottom only slightly to soften the line, but don't drag downward because smearing the dark color under your eye will make you look tired. Powder over the pencil, if you use one, with dark gray or black powder to set it and soften it further. Apply mascara and you're done.
Try some shimmer. If you're nervous about choosing the wrong color, then don't pick a color! Try putting some body glitter, or even bronzer, above your eye for attention-getting sparkle. If you're adventuresome, and want only a little color, try silver. Don't forget the mascara, though. Nearly nude eyes will need the definition of a coat of mascara.
Go natural. Often, the best make-up colors for our face are those we are born with. Most people have a medium shade on their lids, a darker shade in the crease extending to the eyebrow, and a pale shade just below the eyebrow on the bone. Look and see what your colors are and then play them up with colors that are slightly darker or slightly lighter. For hooded eyes apply a slightly lighter shade than your skin on the lid to make them stand out. For eyes that are very prominent, apply a darker shade than your skin on the lid. For the ultimate in natural looks, don't apply any eye shadow at all. Instead, carefully apply mascara for definition, then apply cheek color, and lip color and let your eyes sparkle on their own!
Colors to avoid:
There are several colors that seem like perfect matches for blue-eyed folk, which in reality don't work best for blue eyes. But, don't count them out completely. If they work for you, I say go for it!
Blue often competes for attention with the natural blue of the eye, and so distracts from the eyes, which should be the center of attention.
Brown eye shadow, although it seems the natural opposite of blue eye shadow, tends to clash with blue eyes and make them appear duller. This may be because the warm brown tones are in opposition to the cool blue tones. Instead of reinforcing the blue of the eye, the brown draws attention away from the eye.
Gold clashes with blue as well, for the same reason brown does, though if you have tan skin you could possibly make it work. As an alternative, silver works well because it is a cool tone which draws out the blue, and it can add the same attention-grabbing shimmer as gold.

Hi I can help you as I have the black underneath and blonde on top look going. Anyways my eyes are very ocean blue. You need to use, black mascara or navy blue. You start with a base on your lids, a powder based will help the colors last longer. I use purple on the top by my lashes, deep wine next in the middle and then a silvery white on the top. My hubby of almost 4 years can't keep away when I do that look. I do that for weddings or date nites, or our birthday week which is coming. Its a "Pop" out look as you had asked for. Also almay has cool make up selections for green or blue eyes or brown eyes. Take a look at that:)

I read a lot of fashion magazines. Some of the models in the pictures have been wearing navy blue eyeliner. It's dark enough to not look 80's style and light enough to make a difference. Try the navy blue on top of a nude shade of eyeshadow or none at all. Start at the inner corner with a thin line and make the line slightly thicker at the outer corner. Lightly line the bottom lashes with the same color and pair up with a shiny nude lipgloss. I hope this helps!

Oo! You can be fun and do what I do! I wear red, orange and yellow eyeshadow blended well. Don't overdo it or you'll look like a clown though! Red is opposite of blue on the color wheel, and blue is a cool color, so warm colors are the way to go to contrast with your baby blues. Combine with thin, dark eyeliner and mascara and you'll get lotsa compliments ;)

i also have blue eyes and brownish blonde hair. and what i use to make my eyes pop is to use brown eyeliner on the bottom and top, black mascara, and either a seafoam green, sheer pink, or silver eyeshadow.(depends on your type of blue- dark, light, etc.) try to stay away from the dark shadows- blues, browns, and purples. they will dull your eyes.
i currently am into this "make it look natural" thing so i just bought this eyeshadow combo from Neutrogena Sheer Eyeshadows in Sand. i think it looks great.

Less is better when it comes to eye shadow and mascara.
Wear brown or brown/black mascara and beige or tan colored eye shadows.
Wear a blue shirt....it will do more to make your eyes pop than all the makeup in the world.
My eyes are blue too....every time I wear blue....I am told that my eyes look bluer or that they are pretty...in other words they get noticed more often when I'm wearing blue.

yeah my hair is like that and my eyes are a greyish blue. to make them pop lightly line the bottom lid with dark brown eyeliner, but just a bit in the outside corner. on the top lid line it really close to the lashes with dark blue. Use a sparkly LIGHT LIGHT blue eyeshadow on the lid and beige on the browbone. curl your lashes and put on a coat of black mascara and you're good to go!!!

I have blue eyes and I use black liquid liner above my eyes drawn in a thin line (kinda like cat eyes) and I use natural eyeshadow tones like brown and tan. The guys absolutly love it and I always get compliments on my eyes and make-up from men and women. Try it out......
Suggestion: No white eyeliner, those girls look like fashion victims when they do that!!!!!!!!!!!

For your hair, put it in a sideways ponytail. Add a blue pin in the front. Wear sparkly mascara (if you can find any). Then, if you can find any, wear light or dark blue sparkly or glittery eyeshadow. Lip gloss would help, not lipstick. Wear some blue accessories.

i have the same eyes and hair. my eyes are pretty small, but everyone is always like WOW your eyes are HUGE! heres what i do:
first i put on a slightly shimmery cream or super light skin tone eyeshadow.
curl your eyelashes BEFORE mascara
use a really good mascara on top and bottom lashes, i always buy mine at sephora or victoria's secret. maybelline has really good and cheap ones too like lash discovery or the new Define-a-lash (i really only bought it for the green bottle but its really good.) curl again afterwards, while wet and while dry.
use a dark eyeliner in the corner of your eyes-- not in the middle, like on the edges i guess? dont put any in the middle of your eyes, like the corners near your nose? (hard to explain) go light on it too.
get a shimmery eyepencil in white or cream like cover girl's eyeslicks gel eye and use that in the corners of your eyes (near your nose) and some on your top lids.
for eyeshadow color, use a really light color just a ligghtle bit below your eyebrows. (before the crease)
it sounds like a lot of makeup but its really not, and it really works. eyelash curlers are the best invention ever.

Try experimenting with blues, greens, and purples. Plum is always a great color for blue eyes. Just remember that a little goes a long way. If you want types on how to do different applications, try your local library or bookstores. I have a few great makeup books... my favorite are by Kevyn Aucoin.
