i have had both cats and dogs drink from the toilet even with those expensive waterbowls that filter and keep the water moving.
they're animals. they'll do what they want.

They do it for several reasons. One, it is naturally cooled. The porcelain keeps the water cold. Two, the toilet is constantly being flushed, which means always fresh water. For the most part, the toilet is fairly clean. Although, we wouldn't drink out of it, they don't seem to mind. I invested in a electric drinker, that plugs in, and circulates the water through a filter. The water naturally cools, and it tastes great. It has a slope the water runs down, so it sounds more like fresh running water. It cost about 30 dollars. My dog and cat love it. They drink more water, because it's not stale, just sitting in a dish.

One of my dogs drinks out of the commode. After some investigating, I found that she does this when her water bowl is empty or nearly empty. I started checking her water more frequently to be sure she always has water and she hasn't gotten a drink from the commode since.
If you are away for long period (at work) try using a larger bowl or pot so your dog has plenty of water during the day.

I have one of those locks on mine you can get them at Lowes they are to keep kids out of the toilet. My cat likes it when we use a ceramic bowl and she "asks" for Ice If its warm
