You'll want to use a site like Tokyo Toshokan.

This site lists anime releases subtitled, raw, etc.
usually 2-3 people release Naruto raw episodes on this site.
They will be in torrent format, so you'll have to download them with a torrent program such as bittorent, azureus, or bitcommet.
