It needs to be reclined until the baby can sit upright on it's own. This will probably be sometime around 6 months, give or take.

I dont know how many positions your highchair has for recline {mine has 4}. But my son was slightly reclined at 4 months of age {just two clicks from fully upright} do what is comfortable for your child.

Recline it back. As he/she gets older and has better back and neck support, you can raise it up.

You want to put it as upright as you can and your baby still be able to sit up.

At 4 months, I'd go sitting up. If baby's not ready for it yet, he/she will be, very soon.
