You don't. FDA regulations require that food must be prepared in a commercial kitchen. In practice, new cash-strapped food businesses often rent existing commercial kitchens and work there at night, when owners and their employees go home.

You need to get an inspection of your kitchen first.
(if pets in home you won't "pass")

EDIT:
I catered from home....I do know about this.
Get business cards and pass them out at wedding rental businesses....like "Blue Rents"..etc.
You can get good money..just for desserts.
Bring samples when meeting client.
"Knights of Columbus" also has alot of functions. (sometimes you can use their kitchen)
