The difference between the sexes in facial and body hair is a prime example of what's known as sexual selection.
In a nutshell, back in our evolutionary history, our female ancestors began preferring males with more hair. The original reason for this is hard to establish, but it may have something to do with it being a signifier of increased levels of testosterone which correlates with strength and virility.
The propensity to prefer hairier males was passed down to the female descendants, and became self-reinforcing, until we got to the point we are at today.

Men and women have different amounts of different hormones. It's these hormones that determine whether hair grows on the chest or not. They also determine whether people grow breast tissue and facial hair etc. It is testosterone that stimulates the secondary sexual traits (facial hair, bodily hair, muscle growth etc).

this is because men have the hormone testosterone and during puberty this hormone induces those changes in guys.
